I ran into the same issue with the regular desktop client on Windows 10: a temp folder on drive F: is set in the settings, but Spotify writes temporary files into AppData on C: nevertheless. In the past, it worked to manually uninstall and re-install the client. If you've experienced loads of lag in Spotify's Desktop App, it might be time to clear Spotify's Cache. Doing this with the traditional non Store App is fairly easy. However, doing this with the Windows Store App is slightly more difficult. Download beats off spotify free. - The Spotify app has access to your local network. Check in your iPhone/iPad settings under Spotify
